Thanks to a social media follower who pointed out that the horses in the foreground: "A horse-powered windlass for heavy hauling of loading/lifting freight to or from ships decks and holds. Precursor to the steam donkeys of the 1880s+"

Windlass, apparatus for moving heavy weights;  horizontal cylinder (barrel), crank, winch, Greek scientist Archimedes was the inventor of the windlass.
